The problem is in the absolute word 'solely'.

It doesn't matter whether there is revenue, it matters whether the existence of that revenue changes decisions, whether concessions are made to increase it, and whether the source of the revenue dictates the content.

There are people for whom the revenue is not primary, and there are people who would continue doing what they do for less than what they earn, and people who will change of it means more revenue.
