For me, I would rather have a cryptographic guarantee that secondary data is impossible to access, than "hide" owner apps but have their data be potentially compromised.

The data is more sensitive than the apps themselves. You can't easily remove the owner profile the way you can secondary profiles. You can't easily encrypt/decrypt the owner profile in day to day life either.
