Yeah the wind goes over it and it creates negative pressure on the other side of the fence so the blowing snow settles into a drift behind the fence instead of on the side the the highway. You see it in eastern Montana and Wyoming and in the Dakotas because when it's cold and windy the snow blows sideways for days.
