Also ohms law applies and power isn't one thing. Breakers trip on high current events, MOVs in a surge arrestor kick in during high voltage events. Different properties of the power. 100kv at 1a will never ever trip the 200a breaker to your house. It will let the magic smoke out of all your stuff.

That is in addition to the response times of MOVs being much faster than breakers so even if current climbs when the voltage climbs, the duration of the surge from something like a lightning strike is too brief to trip a breaker.
