Ie, if a prison is set on fire, versus a hospital, versus a cemetery, vs an animal shelter. The balance of good vs bad people, innocents vs burdened, karmically, likely impacts how someone might perceive the damage.
Others might say any loss of life is unfortunate. I could agree- anyone deserving to die, should die individually, not incidentally as part of innocents also dying...
