Ahh I see what you are saying as well. The two bags represent there being only two primes. That is the key idea. Its just that adding two bags of cookies would add them and not multiply which is what caused my confusion.
Rather than the two primes being two bags perhaps one prime needs to represent the number of bags and one prime represents the number of cookies in each bag.
