UPS - uninterrupted power supply (most versions try to detect power loss and switch to battery back up) not always a power quality monitor.

Power conditioners on the affordable end use emi/rfi filters, voltage regulation circuits and capacitors. The higher end ones run off a battery that’s charged with clean power from capacitors and voltage regulation. So on the high end stuff the power conditioning is for the battery and the battery provides clean DC power. It’s not great for battery life usually but is significantly more protection.
