The threshold for naming storms in this region is winds intense enough to broadly disrupt travel and probably kill a few people. A few countries have partnered up to do it consistently now, so it's also a named storm in the Netherlands even though we're only getting relatively mild winds from it. But having a name makes it easier to discuss it a lot, as is happening now with Darragh.

The weather services will have translations for alerts corresponding to ranges of wind speeds. The media is just passing on the more general message that going outside = an appreciable risk of death in code red zones, and things are gonna be nasty in amber regions too.
