Ok, I finished the book. I still don't get how they can't jump to the otherwise logical conclusion that maybe the system shouldn't be age-segregated at all in the sense that punishment is the only way forward once you're legally considered or punished as an adult.

The idea that after you hit a stupid number in years alive means that you're somehow not able to change anymore for your own good is a ridiculous and laughable concept that should have no place in "judicial system". Although, I digress since that's exactly the purpose of justice systems, to punish and it's why they shouldn't exist at all.
