I think it would be pretty hard to build what you are describing for a number of reasons without having access to a relatively large stack and/or an existing payments volume that you could translate into reliable yield via routing.
Amboss (nprofile…4asx) have been working on a service called Rails that aimed to do this. I haven’t used the product but I’m sure Jestopher (nprofile…a45g) could give you a rundown.
