You don’t just order a draft. That’s not how it works. Short of an actual major attack on US soil, there just aren’t the votes. There is no way the Democrats, whose votes they would need to pass the law to get the ball rolling are going along with this. You won’t even get enough GOP votes on this. Trump isn’t even calling for this. This is paranoid delusion.

The brass doesn’t want a draft unless there’s absolutely no other choice. Do you really want a bunch of people who are being forced to be there? Of course not.
