In short, running FIPS lets your system join a mesh of other FIPS nodes, gives you a new IP address, and lets you communicate over the mesh with any other FIPS node. There is no domain, no routing configuration, no firewall or NAT configuration, etc. No permission needed.
Most commonly, people peer with the mesh over the Internet, which makes it an overlay, but FIPS also allows you to construct a local mesh between machines over ethernet, WiFi, or Bluetooth without any TCP/IP configuration at all.
