I think a tiered participation model would be better. Estimates are 0.1%-0.2% of all Bitcoiners own >1 BTC. 1,000,000 Sats is a substantial amount to the vast majority of Bitcoin owners. The choice is centralized participation with people who hold a lot of Bitcoin or a decentralized approach with Everyone in the Bitcoin community.
