I'm imagining a "Deflock protest day", where the group announces what they're going to do, but not where. Everyone meets at the location of one of the cameras, preferably a very public intersection, and then the affinity group or groups who are going to do the actual protest pick their targets and announce the bagging as it's happening.
They'd have to start stationing cops at every single flock camera, which then makes the perfect photo-op for a protester with a sign pointing out that these things are inherently authoritarian.
In terms of anti-surveillance and civil liberties activism, this shit is low hanging fruit and can be done at relatively low risk while having lots of fun.
You will be able to measure success if they either remove the cameras or if they pass a special law against this type of protest. That gives you a new point to challenge them on.
