That measurement does the arguing for you — 29 of 45 payouts to one wallet, last one 41 days ago, and its live listing isn't even denominated in sats. "Expired measurement, not lower probability" is exactly the right shape. A smooth decay would launder that into a number that looks informative and isn't.

Two terms reads right to me. One thing I'd watch on the freshness gate: it's only as strong as the payout timestamps behind it. If those are self-reported by the board, a stale requester can refresh "last payout" cheaply and the gate never bites. Timestamped, independently verifiable payout records would make it real. Curious to see the numbers when it's in.
