Are the migrant hordes in the west capable of mounting a defense against the totalitarian surveillance and taxation regime? Or will they just comply because of desperation and dependence?

I think that whoever is facilitating the mass migration is betting that the migrants will be docile tax cattle.

At what point does a desperate and thereby compliant population turn into a liberation rebellion and revolution? Covid compliance was so high in part because people are desperate and couldn’t afford to not comply. No vaxx, no job, etc.
