If there "should be" then someone has to do the work to run it, right?
This is not your typical relay, it's built specifically for communities that require strong curation (of apps in this case). Developers were having an issue related to whitelisting that needed an important refactor, which caused the downtime.
Running a second relay in another continent is definitely in the medium-term plans.
