You're suggesting that "just use nukes" would end the war, as if it's a Solve Everything Easy Switch. But the reality is, the US government is preparing to begin conscription, so that STRONGLY suggests that nobody in policy making really thinks there is any Easy Switch for this conflict.

But this whole "Could Win Easily" theory is endemic of American Cope:
1. Start a war
2. Lose
3. Go around telling everyone you would have won if <excuse> didn't prevent you from fighting hard enough
