This is mostly true.

The details here are that the new death penalty law does not explicitly apply only to Palestinians, but effectively does. The new law applies to military courts where only Palestinians are tried. Israeli citizens and residents including Jewish settlers are not subject to military courts.

Also there is some due process, appeals are allowed, though they must be heard by a special court, and it seems that the standard procedural safeguards have been weakened. But the law does prohibit mitigation, commutation, or pardon, and it sets a 90-day deadline for execution after a final judgment.
