Android 17 blocks local network access for apps without the Nearby Devices permission. For apps which aren't yet targeting Android 17, it grants local network access by default but you can revoke it by fully disabling the permission. It does not grant them access to Bluetooth scans, etc. in this partial mode, it's only for giving them local network access for backwards compatibility. We wouldn't have done it this way but this is how Android chose to restrict local network access.
