No actually bitcoin could scale. IT resources becomes twice cheaper every two years. As a result, you could double Bitcoin throughput every two years for free, without impacting decentralization. And that's not factoring in the growth in popularity, and the astronomical growth in the block subsidie value over the last decade. Bitcoin had everything to scale up the way it needed to.
The one reason why core didn't want to do it, even though it has been the plan all along, is because of risk aversion since a hard fork can be a problematic precedent, or lead to a very complicated situation if correctly leveraged by an adversary. So we had the x4 block increase softfork instead, and we are stuck with options that don't require any hard fork, but that don't really seem to scale either.
When a bold move is needed, risk aversion will have terrible consequences and that's basically what happened.
