Primal isn't the ship-new-things-fast type of client.
They'd rather smooth things out for users, and they do things most clients don't, like running their own aggressive caching layer.
Primal still hasn't moved to the modern encrypted DM spec (NIP-17), which matters far more than tipping. And when they finally moved off the custodial Strike wallet, they landed on Spark, a VC-backed statechain L2 with a permissioned operator set (that Cake uses as well...).
NIP-A3 is not going to be near the top of Primal's list anytime soon.
