On July 28, 1868, the 14th Amendment took effect. It was designed to settle questions raised by the Dred Scott decision of the Supreme Court about the legal status of former slaves. In a 1898 case before the Supreme Court, the 14th Amendment was cited as justification for granting citizenship to a child born in the U.S. to parents who were Chinese nationals.
