Cheap electricity definitely helps, but it only matters if you actually have the hardware to use it. Even if I had solar panels and effectively free electricity, I still couldn’t mine Bitcoin without an ASIC miner. So for me, access to mining hardware is just as important as access to cheap energy. And ASIC miners are not exactly cheap either, which makes the entry barrier even higher.
