* feat: maintain configured replicas with external signing
* feat: maintain a policy directory and enrol from a source inventory
Add `wildbloomd replicas run --policy-dir --state-root`: one process
maintains every signed policy in a directory, with per-policy state and
locks, per-prefix intervals, stop-until-changed handling, and per-policy
failure backoff instead of exiting.
