I've seen this happen firsthand with NYC real estate. At a certain point, the "value" of a property takes off because it's not based on space usage but rather on what someone might pay for the "chit" in the future. (And that price is often graft-related: paying above-market value for a property is a frequent tactic for paying bribes.)
