The firmware on a device can be changed by a vendor on Android upgrade. While postmarketOS does not use Android components, these firmware files are essential for the functionality of devices (this is the same as x86_64, but usually the firmware files are downloaded separately). It is possible to split these files out and use them from a postmarketOS package, but this was not done for the Volla Phone, so it requires Android 9 to be flashed before flashing pmOS.
