You can't really do one without the other. If you synchronize your wallet to a node, and that node is a spy node, then that node knows what blocks you requested and your IP address. So you need to both synchronize and send over Tor or I2P.
Now, if you are talking node-to-node synchronization, then okay, I can understand doing that over the clearnet.
