Two safe ways to do this. If it is a small circle of people you know, put the netbook on WireGuard or Tailscale and have them connect through the VPN, no open ports and the old box copes fine. If you want it genuinely public, do not expose a raw telnet port, put a reverse proxy (Caddy works well) in front with TLS and a domain. A BBS on the open internet gets scanned within hours, so rate limit it and keep backups.
