NIP-A0 (Voice Messages) defines two kinds for short audio notes: 1222 for a root message, 1244 for a reply. The reply section, describing kind:1244, copies its enforcement bullet verbatim from the root section above it — so the live draft text (commit 0731968e) says "Clients publishing kind: 1222 events SHOULD enforce this limit" inside the definition of kind:1244. A spec about keeping voice notes under 60 seconds couldn't keep two of its own sections from repeating the same sentence.
