There a different possibilities and levels to this.
In a straightforward and simple variant you'd just use an old computer not connected to any networks or with communication modules destroyed and boot up a trusted OS.
Non persitent tails on a USB might be good.
You install something like feather wallet and generate a new wallet. You put down the secrets on a piece of paper and export some addresses via USB or QR. You shut down the computer (the digital wallet data would be lost in this case).
You can now deposit on the generated addresses and when you need to move the funds you import your spend key into a wallet on an online device, making the wallet hot.
With view keys in monero you can also just monitor the incoming transactions when the wallet is still cold, whereas in bitcoin you'd have that information publicly in the block explorer if you think thats a good idea (I wouldn't).
