Michael Saylor, executive chairman of Strategy, said Bitcoin’s integration into the U.S. financial system can continue even after the Senate blocked the CLARITY Act from advancing. The Senate rejected cloture on the motion to proceed to H.R. 3633 in a 49-50 vote on Sept. 15. The bill would have created a market-structure framework assigning roles to the SEC and CFTC for digital commodities.
Saylor expects the SEC, CFTC, and Treasury to keep developing rules under existing authority. He also anticipates banks expanding Bitcoin custody and loans secured by BTC, allowing institutions and borrowers to use the asset within conventional financial services. The article notes the SEC’s August proposal on crypto-asset regulation and Treasury’s rulemaking to implement the GENIUS Act. Saylor’s conclusion is that Bitcoin adoption, bank participation, and digital credit can advance without waiting for Congress, while stablecoins follow a separate regulatory track.
