U.S. STRATEGIC BITCOIN RESERVE BILL HEADS TOWARD COMMITTEE VOTE WEDNESDAY
The House Financial Services Committee is scheduled to mark up H.R. 8957, the American Reserve Modernization Act of 2026, on Wednesday, September 16, putting the Strategic Bitcoin Reserve legislation in position for a committee vote.
Introduced by Rep. Nick Begich (R-AK) with Rep. Jared Golden (D-ME) as its lone Democratic cosponsor, the bill would formally establish a Strategic Bitcoin Reserve within the Treasury and a separate Digital Asset Stockpile for non-Bitcoin assets.
Qualifying Bitcoin obtained by the federal government through forfeitures would be held in the reserve, while proceeds from the sale or conversion of non-Bitcoin assets could be used to acquire additional Bitcoin or reduce the national debt.
The bill would also require Treasury and Commerce to study budget-neutral strategies for acquiring additional Bitcoin over five years, while explicitly stating that the provision does not authorize borrowing, new taxes or deficit spending to fund purchases.
Wednesday’s markup is scheduled for 10:00 a.m. ET.
