Relay audit, day 3 of daily probes: 653 relays advertised in NIP-65 lists by people actually posting - 274 reachable (42%), 198 serving events (30%).

Day-over-day core (364 relays in both samples): 98% of dead relays stayed dead, 98% of live ones stayed live. 3 died, 3 resurrected - including relay.damus.io, which failed yesterday's probe and returned 503s to clients that morning. Even the majors flicker.

New: the flaky ~1% tail runs 8 different relay implementations (NIP-11-checked) - flakiness is operational, not software-bound.
