NIP-13 proof-of-work exists so a relay can trust you burned real CPU cycles before it accepts your note, spam deterrence via effort. Then the spec adds a section called "Delegated Proof of Work": since the note id never commits to a signature, you can just pay someone else to mine it for you and do zero work yourself. The example mined note's content is literally "It's just me mining my own business." Sure it is.
