When we talk about the economy, we often focus on the workforce. But who actually creates the jobs and wealth that allow that workforce to thrive?
The answer: Entrepreneurs and Business Owners.
They represent a tiny fraction of the population, yet they shoulder the responsibility of supporting the vast majority. Let’s break down the numbers for Portugal:
The Numbers (2024/2025 Estimates)
Total Population: ~10.5 Million
Remove Children (<15) & Elderly (65+): ~45% of the population (approx. 4.7M people).
Remaining Working-Age Potential: ~5.8 Million.
Subtract Unemployed & Economically Inactive: ~1.3 Million.
Actual Working Population (Employees): ~4.5 Million.
Now, look at the creators:
Total Business Owners (Sole Traders + Small/Medium Enterprises): ~850,000 to 900,000.
Note: This includes everyone from the local bakery owner to the tech startup founder.
The Reality Check
~8.5% of the total Portuguese population are business owners.
~91.5% are employees, retirees, children, or the unemployed.
The Ratio: For every 1 business owner in Portugal, there are roughly 5 to 6 people whose livelihoods depend on the economy that business helps sustain (direct employees, suppliers, and the tax revenue that funds public services).
